Which societies, or countries, would be more hypocritical, or less so?  What makes some more hypocritical than others?  

It's worth noting that the Soviets and Communist Chinese were both hypocritical and (officially) atheist, but one collapsed and the other didn't.  And those who aren't hypocritical can still be doing some pretty nasty things.  How hypocritical were the Khmer Rouge?

We may look at people from a moral viewpoint, but what is the meaning of doing so to "societies"?

I'm asking about the actions and decisions of individuals in a society, especially the leaders.  

For example, individual Soviet leaders decided that certain laws should be passed and whether those laws should be enforced.  They decided who should be punished and who shouldn't.

The Soviet Constitution allowed free speech, but there were always excuses for prosecuting those who exercised free speech.   Did anything like that happen in Luxembourg?  

Probably not.

But maybe there's a different term for a society full/not full of hypocrites.

To cite another example, I've read that the ancient Persian empire was the first which followed its own laws.  I don't know if that's true or not, but it would seem to be an indication of a lack of hypocrisy.  It implies the Assyrians, Sumerians and Hittites were hypocritically not following their own laws, but I don't know.

And I'm sure they can be hypocrites about some things and not others.  Is this any clearer?
