Which Persian empire are you speaking of?
 
By the name, I'd assume it would be the thing I know of as New Persia (stupid outdated maps from where I've picked up things) and which would be (after checking Wikipedia) the Persia under Qajar dynasty.
 
If you are speaking of the Achaemenid Persia, then the answer will be no though. They didn't attempt to colonize new areas - the areas remained under the population which had been there before and the cultural differences were allowed to exist.
